Percent change uses the original value as the reference point, so a rise from 50 to 75 is different from a fall from 75 to 50. The formula is simple, but the interpretation matters when you are comparing prices, traffic, revenue, or test scores.

Percent of Y equals (X ÷ 100) × Y. Percent change from A to B equals ((B − A) ÷ A) × 100. Negative change means a decline.
Use “What is X% of Y?” for discounts and tax-style problems. Use “X is what percent of Y?” for shares of a budget or completion rates. “Percent change” compares an old value to a new one — positive means growth, negative means decline.
